Η προσέγγιση που τυπικά ακολουθείται στην επίλυση προβλημάτων σήμερα περιλαμβάνει τα βήματα Κατανόηση - Δεδομένα - Εφαρμογή, με αυτή τη σειρά. Ωστόσο, η ιστορική εξέλιξη της ανάπτυξης της επιστήμης και τεχνολογίας του νερού (και άλλων επιστημονικών και τεχνολογικών περιοχών) ακολούθησε την αντίστροφη σειρά: η εφαρμογή προηγήθηκε της κατανόησης. Έτσι, η τεχνολογική εφαρμογή στους υδατικούς πόρους ξεκίνησε στην Ελλάδα περί το 2000 π.Χ. Συγκεκριμένα, στο Μινωικό πολιτισμό και αργότερα στο Μυκηναϊκό αναπτύχθηκαν προηγμένες τεχνολογίες αξιοποίησης του νερού. Πολύ αργότερα, περίπου το 600 π.Χ. οι έλληνες φιλόσοφοι ανέπτυξαν τις πρώτες στην ιστορία επιστημονικές θεωρήσεις των φυσικών φαινομένων. Τα υδρολογικά και μετεωρολογικά φαινόμενα είχαν μια προεξάρχουσα θέση, δεδομένου ότι το νερό είχε θεωρηθεί από τους Ίωνες φιλοσόφους ως πρωταρχική ουσία, από την οποία προέρχονται όλα τα πράγματα. Ακόμη πιο αργά, στη διάρκεια της Ελληνιστικής περιόδου, έγινε σημαντική πρόοδος στην υδραυλική, που σε συνδυασμό με την πρόοδο στα μαθηματικά, οδήγησε στην επινόηση προηγμένων μηχανισμών και συσκευών όπως του κοχλία του Αρχιμήδη.
